Enhance your photos with photoshop
Import your image in photoshop
To start Duplicate Layer 2 times (CTRL + J), which gives you three layers in all.

To start Duplicate Layer 2 times (CTRL + J), which gives you three layers in all.
Select Layer 0 copy 3 above and apply Gaussian Blur filter Menu> Filter> Blur> Gaussian Blur
Now select Layer 0 copy 2 and go to Menu> Filter> Other> Maximum
Then change the blending mode of the latter two dim light.
And here is the result :)
